How can we protect our children against the attack of a dangerous dog?

I am very concerned when I read an attack dog murderers dangerous to babies and children, is a dangerous dog breed in our neighberhood, now I feel like going out with my infant son with her stroller for shopping, etc

I know it's a scary thing to happen in England and Wales for most of the other Pit Bull Terrier dogs are illegal due to the nature of the mandible, but not in Ireland who are not our neighbor has two!
