Where do i go to report animal abuse/neglect??

one of my brother-in-laws friends has a bunch of puppies and dogs. Its a horrific site!!! the puppies have mange BADLY! one is almost completely bald and one is half bald. The others in the litter just have it around there face and ears. One of the adult dogs is SOOO matted!! I dont think its even had a bath in its life. All the dogs are horribly skinny. All they get is left overs. I dont think any are fixed. I dont think there selling them… at least I hope not! They also have goats that are in horrible condition.

I just wanna know where i can report it where they will actually do something about it. Dont say animal control, because ive called them before (about some guy tying his dog to a car bumper for days with little or no water) and they did absolutely NOTHING about it! is there any were else i can go??? i live in Southern California.
i took pictures with my phone too… theyll help right??
