The best time for most dogs are about 16 weeks. But make sure it is at the lowest settings. The reason for 16 weeks They are in the stage of being trained and will learn from a early age where they can and cant go. If you use the system to early The dog will get scared and you will have a hrd time getting the dog to even go outside.
If at 16 weeks you use it and this eems to happen that he wont even walk out the door then wait 2 more weeks and go from there. as time goes by turn up the settings. if done at a early age like this then there is a good chance after several years you will be able to take the unit off the dog and he will stay in the yard. Good luck.
Please remember the unit is to train him/her not to make his/her hair to stand up on end. not saying you would do that but some people think i will just turn it up all the way that will teach him. that is not always the truth
